AbstractIt plays an important role in the high-quality development of China for the policy on energy saving and emission reduction. Based on the nonparametric production theory, this paper presents a very innovative theoretical framework to investigate the dynamics of carbon total factor productivity and its decomposition, and applies it to a panel data of Chinese thermal power plants to analyze the effects of energy saving and emission reduction. It adopts metafrontier and biennial directional distance function to overcome the problem of technology heterogeneity and infeasibility, and further uses the bootstrap method to make statistical inference on the nonparametric total factor productivity, showing performing characteristics comparing to the traditional one. The results show that the carbon total factor productivity of whole thermal power plants has significantly increased after 2008 for more binding targets on energy saving and emission reduction and 210 billion yuan investment on low carbon technology innovation. The human resources have hindered the improvement on the carbon total factor productivity of Chinese thermal power plants and urgently need to reform on its management. Moreover, there is heterogeneity in Chinese thermal power plants for asymmetric effects of more binding targets on energy saving and emission reduction and 210 billion yuan investment on low carbon technology innovation after 2008.
