AbstractWith the establishment of universal medical insurance system in China, the public health insurance policies have become an important method to prevent the low-income population from poverty due to illness. Taking the perspective of the targeted poverty alleviation, this paper is the first work to evaluate the impact of urban resident basic medical insurance (URBMI) on poverty by using the treatment effect model. In addition, this paper also performs dynamic analysis to test the income effect and the hysteresis effect of URBMI on households of different income levels in the shock of critical diseases. The results show that the URBMI can significantly alleviate poverty of low-income urban households, particularly those poor households who are suffering from the critical diseases. Furthermore, this positive anti-poverty impact of URBMI is magnified over time as a result of the indirect positive impact of URBMI on household education spending and household health status. However, the anti-poverty effects of URBMI are different on different income-level households. The middle and high income-level households appear to benefit more from URBMI than their low income-level counterparts do. This phenomenon of “target up” implies room for improvement in China’s “targeted poverty alleviation” strategy in the future.
