AbstractThe paper estimates the differences of the region pension fund payments and financial subsidies under the regional segmentation of the pension insurance system, empirical study found that Chinese different province exists serious imbalance of the pension fund payments and financial subsidies, the main reasons are the regional segmentation of pension fund, economy development unbalance and the large-scale labor mobility among different provinces since the reform and opening up. The paper believes under the condition of low participating insurance rate of floating population and regional segmentation of pension fund, the labor inflow areas massively hold the interests of the labor outflow areas resulting in unreasonable interests transferring, which not only widen the gap of economic development but also aggravate the imbalance of pension financial condition among regions. Therefore, only by the top design to solve the current problems facing our pension system, it will rationalize regional interests and thus achieve reasonable configuration of the labor resources in the country.
