管理效率与中国经济增长——理论分析与来自中国的经验证据

内容提要管理效率对于经济增长的影响已引起近年来学界的高度关注。在系统梳理现有研究成果的基础上,本文就管理效率对于经济增长的影响机制进行了理论探讨与实证检验。运用内生增长的一般均衡理论框架,理论分析结果表明:在其他因素既定的前提下,管理效率是长期经济增长的驱动力量。稳态均衡条件下,配置效率、创新效率是管理效率对于长期经济增长产生正向推动作用的两个重要渠道。在此基础上,基于“中国企业-员工匹配调查”(CEES)数据,本文运用首个来自中国的大规模企业管理效率微观调查样本,就管理效率对于中国经济增长的影响效应进行了稳健地实证检验。OLS回归发现,管理效率提升能够显著推动中国经济的总产出增长与全要素生产率提升,而干预效应模型估计结果表明:上述影响效应在至少1%的显著性水平上满足因果推断的统计要求。对参数估计值的分析发现,在不考虑其他因素变化的前提下,如“低管理效率”分组企业能够在10年内达到“高管理效率”分组企业的现有管理效率水平,我国经济整体的总产出将在现有基础上年均提高4.89%,全要素生产率也在将现有基础上年均提升6.46%。此外,运用相似的识别策略,实证检验表明:从经验证据角度观察,管理对于生产要素配置效率、研发创新效率均具有显著的正向因果效应。与理论分析一致,上述两个因素是管理效率对于中国经济增长具有推动作用的重要渠道。 
AbstractThe impact of management efficiency on economic growth has aroused great concern in recent years. On the basis of combing the existing research results, this paper carries a theoretical discussion and empirical test on the mechanism of management efficiency for economic growth. Using the general equilibrium theory framework of endogenous growth, the theoretical analysis shows that on the premise of other factors, management efficiency is the driving force of long-term economic growth. Allocation Efficiency and Innovation Efficiency are two important channels for the positive effect of management efficiency on long-term economic growth in the condition of stable equilibrium. This paper which based on "China Enterprise-Employee Matching Survey" (CEES) data using the first micro-survey sample of large-scale enterprise management efficiency from China conducts a robust empirical test about the effect of management efficiency on China's economic growth. The OLS regression analysis shows that the efficiency of management can significantly promote total output growth of China's economy and total factor productivity (TFP). The results of the intervention model show that the above-mentioned effects have met the statistical requirements of causality in at least 1% significance level. The analysis of the parameters shows that: Firstly, "Low Management Efficiency" group of enterprises will achieve the existing management efficiency level of "High Management Efficiency" group in 10 years without considering other factors. Secondly, the total output of China's economy will have an annual increase of 4.89% in average. Thirdly, Total Factor Productivity (TFP) will have an annual increase of 6.46% in average from now on. Besides that, using similar identification strategies, empirical tests show that: In the perspective of empirical evidence, management efficiency has a significant positive causal effect on the allocation efficiency of the production factor and innovation efficiency of R&D. Consistent with theoretical analysis, these factors are two important channels for management efficiency to promote China's economic growth.
